Topic Selection & Fit (pubar-topic-selection)
PAR is the flagship of the American Society for Public Administration and is explicitly designed to bridge research and practice. The bar is not "new to my subfield" alone — it is "advances PA scholarship and speaks to practitioners." Use this skill to pressure-test fit before you invest.
When to trigger
- Choosing among possible projects or framings for a PAR submission
- A reviewer/colleague said the paper is "too narrow," "purely academic," or "just a case write-up"
- Deciding which article type to target
- Worried the paper belongs at a sibling venue (JPART, Governance, JPAM) instead
The PAR fit test
A strong PAR paper usually clears all four:
- PA significance across subfields. A scholar in another PA area — public HR/personnel, public budgeting & finance, performance management, collaborative governance, public service motivation, policy implementation — should see why it matters to the field, not just to one literature.
- A real contribution, not just a finding. It changes how the field theorizes, measures, or manages a public-sector problem — a new mechanism, a decisive test, a reconceptualization.
- Credible practitioner relevance (the PAR signature). You can write 3–5 honest Evidence for Practice points: what a public manager, agency, or policymaker should do differently.
- A clean, answerable scope that fits ≤ 8,000 words (incl. abstract, endnotes, references) (检索于 2026-06;以官网为准).
Sibling-venue fit (decide before you write)

Article-type choice
- Scholarly Take — a full empirical research manuscript; the main research format.
- Conceptualizing Public Administration — a thought/theory piece or "state of PA" essay (route
early to
pubar-theory-building). - Early Career Intel — research manuscripts by junior scholars; same rigor, tighter scope.
- Practically Speaking — practitioner–scholar co-authored, often growing from PAR Talk webinars or the On PAR podcast; lead with the practice problem.
Anti-patterns
- "It's never been studied in agency/jurisdiction X" as the whole contribution (descriptive, narrow)
- A rigorous study with no honest practitioner takeaway (PAR will press the Evidence for Practice)
- Sending a pure-theory paper here because PAR is high-impact — it reads as off-fit vs. JPART
- A sprawling question that cannot be answered within ~8,000 words
