Workflow
- Define jurisdiction, date, document scope, decision owner, and risk appetite.
- Separate legal issue, factual assumption, rule source, and business consequence.
- Assess likelihood and impact with explicit reasons.
- List current controls, gaps, evidence needs, and escalation triggers.
- State a practical recommendation and residual uncertainty.
Completion gates
- Cite primary legal sources where available.
- Label assumptions and unresolved jurisdictional questions.
- Flag matters requiring qualified counsel.

- Do not present the assessment as legal representation or a guaranteed outcome.
- Do not disclose privileged or personal information beyond the authorized scope.
