Follow docs/perf-requirements.md as the canonical contract.
Required Steps
- Use repo-intel if available; otherwise use grep for entrypoints and handlers.
- List top candidate files/symbols tied to the scenario.
- Include imports/exports or call chains when relevant.

Constraints
